I would go for YMCA because of the following reasons:
(a) English is very important. Learning English from private tutor can only improve English at work/school level, not daily conversation. to improve English for daily conversation, you can only take your kids to join English extra curricular activities which provides English environment. But with the heavy homework at local school, you may not have time to do it.
(b) Chinese is weaker at YMCA. But, if you live in HK, your kids will have a lot of exposure to Chinese. With less homework at YMCA, it is easier to do more reading in Chinese. I think it is easier for you to teach Chinese to your kids from your daily life, from reading newspaper etc.
(c) PC is a famous school for sure. But if your kids will study abroad and in future when they go to work, who cares which school you graduate from. but people can tell the diff when you open your mouth and speak in English.
(d) other than knowledge, this kind of IS or half IS can normally widen the world vision of your kids e.g. they know how to interact with ppl of different colours. they normally train your kids to become more creative and outspoken. these are assets which are valuable to their future career.
(e) YMCA is very experienced in education. their kindie and secondary school are well known to be caring and not pushy. It's not a must to go to its secondary school directly, but your kids will have priority and the primary and secondary school share the same board of directors, i think unless your kids' performance is so bad (then it makes no diff wherever they study), at least the primary school can help you to secure a place at the secondary school.
(f) if $ is not your concern, of course, famous and well established IS would be better. but you have 2 kids and plan to study aboard, it may be better to save some money for future use. For the famous IS, other than the fee, debenture etc, you don't know if it incurs other costs, eg donation, overseas tours etc. you need to carefully think of your budget before you make any decision.
