Some possibilities:
1) Wrong assessment (you may want to clarify with the teachers);
2) His 'Speaking level' may not be exactly the same as his 'Reading level'.  (You may want to ask him to read a paragraph for your own assessment)

If this assessment is only for reading level, I guess maybe it's true. His speaking and understanding r much better than writing and reading.
