Some traditional famous schools has a lot of graduates. so every year a lot of applicants with father as their old boys - hence equal marks.
I know a friend old boys of LS - ever since he has a son immediately go back to see fathers, principals and participate in lots of old boys committee. They contribute their private time in helping the school adm, affairs and functions and events. Then become very close to the principals and influential peoples. They talk to the fathers every weeks so do you think father don't recognize their applications?
They can also bring the son to see Father anytime instead of a formal interview.
So for same points, of course they canl get the seats and nobody can certify that they are not drawn by random.

I seen some articles saying the way that school choose among the same points applicants are not regulated by the governemnt, school just need to submit the final list to the government.
But of course 25 points will go ahead of 20 points.

記得睇過官方(教署?)的文件(唔搵 source啦, 總知係 web 度搵到的), 有寫明同分的話, 一係交比教署抽籤, 一係學校自己在教署監察下抽籤.
