Congrats. You and your son have put much effort on it and thoroughly deserve your success! 
Oxford bike theft rate is ranked first in the UK, with Cambridge a close second. However, if you avoid the fancy expensive bike and use some quality lock, you should be ok.
There will be sales on first hand and second hand bikes during the freshers' week. However, if your son's college is near the city centre, he may not need a bike in the first year as first year's accommodation will usually be inside the college. He can then consider buying a bike in the second year when and if his accommodation is far away from the centre.
