As far as I know, the key criteria to get in RCHK is English proficiency. Seems local kg is not an issue. But you better ask the school admin directly. Cos' I'm not too sure.
Open or not ? That depends on your definition. True that their secondary school students look less disciplined in terms of their dress code, shorter skirt, dyed hair, earrings, make-up etc. But that does not necessarily mean that they are misbehaved. On the other hand, open can mean open-minded, free and independent thinking, more out-spoken, etc.
I think family education is also very important and it can have a 'balance' effect vs the school education.
