Although I am not one of those "active" parents here you mentioned, I can share my experience with you as a resident on Hong Kong Island all my life - Wanchai and Causeway Bay in particular.
You can assume the Cross Harbour Tunnel is always congested in the day time except before 8 am, so you should take the Eastern Harbour Crossing where traffic jam is unlikely at that hour.
Around 1 pm, the traffic near the exit of Aberdeen Tunnel should be reasonably OK. In case the exit is congested for some reason, ask the taxi driver to take the leftermost lane to "Wanchai" at the exit (down the flyover), pass a few traffic lights and go up the flyover at Canal Road West (堅拿道西). This can avoid the queue heading to the Cross Harbour Tunnel and blocking the way to Eastern Island Corridor.
