My son transferred from a private primary school to a subsidized primary school. I can say that most of the students in that private school have very good or at least adequate family support. Not all the parents would send their kids to tutorial classes but most of the parents care about the kids' learning by nurturing their reading habit and doing revisions with them before examination.
I could see a big difference in the subsidized primary school. Some of the parents just don't care about their kid - regular absentee, no submission of homework for the whole term, got single digit score in examination - all these are not uncommon.
I believe the poor academic performance of those kids is not due to their own ability but the little or even no parental support. Since government / subsidized primary schools have very little control on their P1 intakes, many students have poor family support are admitted to them. Those feeder or affiliated primary schools of Band 1a secondary schools are no exception. These students will likely become Band 3 students in P6.
EDB is aware of this fact, so only Band 1 and Band 2 students can be promoted to their feeder secondary schools under the feeder schools mechanism. We can't blame the school for not taking care of their Band 3 students. If these Band 3 students are promoted to their Band 1 feeder secondary school, there is very little chance for them to catch up the demanding curriculum. Hence, transferring to another less demanding school would be better for their development.
DSS schools can choose their own P1 intakes. The chance that kids with little family support are admitted to them is very minimal. Government / subsidized schools at least give a chance to those "potential" Band 3 students to try but DSS schools will reject them from day 1!
