No offence, I guess you may misunderstand the MP's assumptions and not necessary apply to IBDP results. Instead of refer to MP, why not refer to the official websites of related universities.

Admission to the 3-year or 4-year curriculum will be considered by the relevant programme Admissions Committee, subject to places available and according to your academic background, qualifications and achievements, and the number of years of study at school. Students admitted to the 4-year curriculum may be granted advanced standing / credit unit transfers from their previous education to shorten the length of time or reduce the credit units required for graduation. Please indicate your preference on the application form. Advanced standing / credit unit transfers will be considered by the Faculty after you have been admitted to the University.

The credit waiver is only applicable to new students who are required to complete 120-credits for graduation. Waiver of credits may be granted at the time of admission based on recognized secondary-school qualifications.

From my limited knowledge after discussing with some professors and admission managers and officers from Big3, most universities not just HK, they will grant credits or exemptions to iB or AP students subject to relevant subjects at HL with grades 6-7 only, so 2-3 subjects equivalent to one year exemption is a bit extra-ordinary. Like in CUHK, generally 120 credits for 4 years, each year around 30 credits, 3 subjects at year one may have 6-9 credits exemption ........
In MP, the reporter may be confused by HD, AD and other transfer from other universities, different university has different requirement, like max number of credit transfer or min years of stay in the university........
Anyway, if kids with IBDP and will get some credits to shorten their studying, I will recommend them to take some exchange program(s) and or attachment(s) before graduation, other useful and relevant experience is more important than a few months advance in studying.
