昨天聽聞一朋友講，聽說佢另一朋友講，佢仔女原在加大拿升學中，學費當然交 International 水平，但佢用$5000加紙去申請移民，但在申請加大拿移民途中，她們的仔女可即時可減至當地學生水平，聽落十分不可能，請問是否在移民條件中，是有此灰色地帶 ?

其實真去當地讀書,就當你交正常留學生費用先,成功申請移居退回,現剛相反,先減免,不成功補回差額,政府不會錯的

I would think you are talking about university education, since primary and secondary education are free to canadians and thus there is no such thing as 減至當地學生水平.
A typical university tuition policy would be that, you need to be a (1) canadian (i.e. with canadian passport) or (2) permanent resident to qualify to pay the "local fees".
To qualify to be called a "permanent resident", you need to have been granted permission to live and stay in canada with no time limit. A visa student is not a permanent resident. Most of the time, only landed immigrants (i.e. immigration application approved and have official "landed", but not yet obtained canadian citizenship status) can enjoy this benefit.
But of course, each university can give different kinds of offer to students. May be some less popular universities in remote or underpopulated province have policy that are a lot more lax.

Is that a new arrangement? But if people insisted not to pay, how are the schools going to get the money back?

example,如cool 牙,要幾年時間,牙医唔怕你走數,正如學生日日要番學,走得去邊,除非唔番學,絕招可唔發畢業証書,相信一定要投降

Do you have detail information of this new arrangement? I cannot find any indication of "immigration applicant" can pay "local fees" in universities website.

even though, my kids are Canadian.... they have to pay for International's tuition fee (because parents are not in Canada with them and they are not born in Canada)
