直資學校誇大赤字申請加學費

審計署發現，2008/09學年，有14間直資學校向教育局申請加學費時，誇大赤字預算等，獲准加學費，年度終結時，其中8所學校的實際儲備較預測儲備超出1倍以上，例如有學校預測儲備450萬元，結果實際儲備3170萬元，超出逾6倍；另外3所學校，則由預測赤字變為盈餘，例如有學校預測赤字140萬元，最終盈餘410萬元。

Some DSS schools have increased their school fees dramatically. At least one school has almost doubled its school fee in only 5 years time.

Other than the school fees increasing issue, some DSS schools have some unnecessary expensive compulsory learning trips. Optional learning trips are welcome. However, if a school wants to held compulsory learning trips, please consider the affordability of the parents. I also think that students should be arranged to live at places like school accommodations, hostels, etc but not hotels.

D 學校可能擔心若果收得平，D家長以為佢地係次等直資，反而唔敢報名。

巧合地，cow提到的三間，好似都係愈貴就愈多人報讀。

Even no deficit in P/L, if need more resources to improve the student teacher ratio, upgrade of facilities are fine to parents by increasing the fee.

If the increases are going through proper procedure, like submitted the updated financial record and discussed in SMC and PTA before implementation. Also, put 10% income as fee remission or scholarship for some students should be OK.

After increasing the fee and the surplus became double may not be a problem, double base on base number, e.g. original surplus was HK$100k and now is HK$200k, it's no big deal from my pint of view, the absolute amount may be more meaningful than % when the base number is too low. Also, the surplus may due to year end effect as some programs are delayed to next financial year.

Of course, most of them did that already.

I watched from the TV news, a parent of my son's school claimed that school no transparency of financial records. It sounds odd to me as they are in the website and even the in and out of donation also announced separately.

If you are interested in a particular school, better check it out by yourself from different sources, don't just read the newspaper and or based on BK. Parents do your homework.
