I'm a K1 Eng/Canton class parent. As far as I understand, the foreigner class teacher is always stationed in the classroom. However, as per different kinds of activities/groupings/Chin section/Eng section/Puntonghua section (each runs about 20 mins). The foreigner class teacher do not require to teach every minute in the classroom.
I'm comfortable with the current settings and I always learnt from my kid on issues/words for both class teachers (not only on teaching, but the way they handle problem for classmates).
I hope this will give you some indication.
