if I not yet apply the foreign passport for my gal (she has Canadian citizenship, just that we didn't apply passport for her by now) and now the application is asking the passport information, how should I handle it in the system? Does anyone have similar experience can share with me? thank you.

You can just reply the fact. Your girl has Canadian citizenship and the passport application is in progress. See if they let your girl to have interview.
