專責小組提科研藥方　助升排名（程尚達）

　　國際高等教育資訊機構QS公布最新的世界大學排名，本地「一哥」香港大學微升一級至二十五位，但參與排名的七所本地資助大學之中，五所排名下跌，城市大學跌出首五十位，理工大學更跌出全球百大。與此同時，由港科院院長徐立之牽頭的「檢討研究政策及資助專責小組」，公布七大改善本港研究撥款機制的建議。有教育界友好坦言，隨着亞洲地區大學競爭愈見激烈，專責小組報告正為本港大學改革圖強，提供可行的藥方。

　　今年QS世界大學排名，本港四所大學躋身全球百大，然而，除了港大與浸大外，其餘參與排名的院校排名均見下跌，但QS強調本港在高等教育體系的優勢仍然明顯，尤其港大、中大及科大在學術聲譽的質素保證，力保全球前百名。友好坦言，今年排名下跌對高教界是意料中事，「相較亞洲鄰近地區，近年科研投入是天文數字，比如新加坡國立大學與南洋理工大學，今年進佔第十一及第十二位，北京的清華大學亦躋身第十七位，這反映香港縱使具傳統優勢，但鄰近地區大學已急起直追。」

　　無獨有偶，「檢討研究政策及資助專責小組」提出中期建議，友好指小組對本港現況的分析，存在研究撥款有限、資源分散、協作規模不足等問題，均影響本港大學在科研上的競爭力，「科研人才面對『巧婦難為無米之炊』的現實，中央政府的『資金過河』是活水，但本地的研究基金受限於投資回報，政府是否須以其他方式撥款，同時開拓私人機構的研究資金，正是小組留待政府思考的問題。」

　　友好坦言，小組提出鼓勵院校合作，比如以獨立運作的聯合研究院，確有新意，「就以麻省理工學院與哈佛大學合作的博德研究所為例，兩所世界排名前列的大學合作，正是共贏互利的效果，這些跨校跨學科形式更匯集人才，亦使得具策略及區域性，重要價值的研究題目在港進行，而不再是院校單打獨鬥，實際上合縱連橫是應對國際競爭的必然趨勢。」

　　觀乎專責小組的七大建議，除了增加研究撥款，更建議在現行機制上拆牆鬆綁，可見資源到位之餘，如何善用並達最大效果，始是小組所關心。這些改善措施，日後如何反映本港大學的國際排名，值得期待。

[p=18, null, left]19. 我有意在澳洲或新西蘭的大學入讀學士學位／研究院課程，然而，澳洲或新西蘭大部分大學的2017/18學年入學申請期於2017第四季或以後才開始。換言之，我未能在奬學金計劃的截止日期前提供文件證明已報讀所選的大學和課程。我可否申請獎學金計劃的資助？

[p=18, null, left]學生如有意為2017/18學年(即2017年8月至2018年7月期間)起入讀的課程申請獎學金計劃的資助，須在2016年12月31日(下午6時)或之前通過獎學金計劃網站(www.edb.gov.hk/hkses)的網上申請系統遞交申請及證明文件。

[p=18, null, left]如申請人因某些特殊情況，未能於截止日期前遞交所需的證明文件，須在申請表第X部分述明未能一併遞交的文件類別和欠交理由。獎學金計劃秘書處會根據申請人所述的理由，按每宗申請的情況考慮和處理。申請人在備妥有關文件後應立即送交獎學金計劃秘書處。

[p=18, null, left]如申請人未能在申請表內就欠交的所需資料及／或文件提供合理理由，其申請將不獲考慮。

[p=18, null, left]不是。申請人可在申請表內填上最多十個大學／院校及課程的組合選擇，而且只須提交文件證明已報讀所選的大學／院校和課程。換言之，在提交申請時，申請人無須已獲所選的大學／院校和課程有條件或無條件錄取。

[p=18, null, left]22. 在獎學金計劃的截止日期前，我尚未取得公開考試成績，我可否申請獎學金計劃以資助入讀香港境外的學士學位課程？

[p=18, null, left]可以。學生如正在香港就讀高中課程及將於2017年參加公開考試，須提交一份校長評核(由校長預計你在該項公開考試中可考獲的成績)，以支持其奬學金申請。申請人須請求其就讀學校的校長填妥「校長評核書」(可於奬學金網上申請系統 ，然後在2016年12月31日(下午6時)或之前把填妥的申請表、「校長評核書」及其他證明文件通過奬學金網上申請系統提交。

是否即是話現屆DSE生沒有機會申請此獎學金？因為他們以學校 2017 DSE predicted 成績申請英國大學，通常只會收到 conditional offer 直至明年7月中dse放榜後如成績達標才會轉為無條件取錄。

我這樣理解對嗎？

教育update——香港卓越獎學金計劃接受申請

　　香港卓越獎學金計劃（獎學金計劃）現已接受申請。有意於二○一七/一八學年（即二○一七年八月至二○一八年七月期間）起入讀香港境外世界知名大學的學士學位或研究院課程的合資格學生，可在二○一六年十二月三十一日（下午六時）或之前，通過獎學金計劃網站（www.edb.gov.hk/hkses）的網上申請系統遞交申請。

　　獎學金計劃的目的是資助本地學生到香港境外的世界知名大學進修，從而培養具備環球視野、國際網絡，以及一流教育水平的優秀人才。

　　同時，獎學金計劃旨在資助學業成績優異的清貧學生入讀香港境外的頂級大學。

　　申請人須符合以下兩項準則才符合資格申請獎學金計劃的資助：（a）擁有本港居留權或本港入境權或持單程證進入香港；以及（b）在境外課程開展前連續在港住滿三整年。

　　此外，在學士學位課程方面，只有在港接受正規學校教育的學生才符合資格。在研究院課程方面，不論其學士學位學歷是在本港或境外取得，均符合資格。

　　獎學金計劃的甄選原則是擇優而取，並以選拔最優秀的香港學生入讀世界知名大學或課程為目標。

　　甄選工作取決於申請人的學業成績及其他個人特質，例如領導才能和潛質、對香港的貢獻和承擔等，特別是申請人在修畢課程後回港工作並對香港作出貢獻的計劃，將會是甄選時的主要考慮因素。

　　得獎者必須修畢指定課程，並承諾畢業後回港工作最少兩年，或相當於獲獎學金資助的年期，兩者以較長者為準。

　　所有得獎者毋須通過入息資產審查均可獲發獎學金支付學費，以每年二十五萬港元為上限，兩者以數額較小者為準。此外，需要額外升學支援的學生可獲發放經入息資產審查的助學金，以每名學生每年二十萬港元為上限。
