Universities do not only look at public exam.
In fact, many countries do not have public exam. Even for US, SAT is not compulsory. More and more US universities no longer ask for SAT. AP exams are also not compulsory. A lot of second tier universities do not ask for additional exams. I think Canadian universities and Australian universities do not make SAT compulsory.
Most universities would ask for up to 4 years of internal grades of the students.
Even if you apply with DSE or IB or AL, overseas universities still look at your internal grades.
That was what I meant when I said different countries have different requirements.
(I think HK universities mainly look at public exams.)
So is not not that you get A (for example) with a public exam and you will get offers.
If your internal grades are poor, you will not get offers.
One more thing though.
Although SAT is definitely not compulsory, IELTS or TOEFL would be compulsory. If she never took IELTS, that might be the problem.
Some people might think: SAT is a lot harder than IELTS, SAT score should be better.
But no. Many universities do not consider SAT an adequate replacement of IELTS.
Sometimes, I hear people complain or comment on universities offer.
Most of the time, it is the applicant that have not got things right in the first place.
Anyway, not trying to challenge you. I know you probably are not aware of the full picture anyway.
I really want to get things straight so other parents will know what to do.

SAT is a test that requires a lot of preparation. Particularly the vocabulary section is very hard even for native english speakers. SAT score is only useful if the score is high. Note SAT is not compulsory when you apply to Australia uni. So if she got 1700-1800, this score is not that decent (sorry for being direct) and should actually be not submitted to the university.

明白，不過我聽聞她自細成績一般，而SAT 成績也只是千七-千八分左右，所以我一直認為這學系不太難入。她本人亦諗住澳洲八大收，她會去澳洲。但最後只有一間八大以外的收她，她才揀理大。她詳細成績如何我沒有追問，因為是親戚女兒。而我自己的孩子只是小學生而己，正在取經學習中。

I think local universities and universities in western countries have very different sets of admission requirements or criteria. Local universities only look at grades. Western universities do not only look for good grades, but also want to take students that have the potential to succeed. I have seen so many young people that got offers from even HKU or CU but were rejected by second tier universities in the US.

我冇好詳細問，只知她有考SAT 和AP, 她沒有IB 成績。報澳洲大學應該唔係間間都hit subjects, 有business 亦有maths related. 因此我認為Poly U - marketing 唔係乜hit programme

Without knowing which program(s) he applied to australian u, it is hard to compare.
The most popular programs ask for really high grades, while the more "safety" programs ask for a lot lower grades.
