^^That's ancient history when students were still sorted into Catergory 1 & 2, where families who spoke Cantonese were placed at a lower priority. This categorization is long gone, and the key now is the strength of the child's English, not what other languages she may know.
Of course, for young children esp under age 3, do not try to teach them too many languages at the same time. Personally I'd suggest sticking to one core language and one secondary language, one being English and one being Chinese (either Mando or Canto). As to which dialect to pick before age 3 really depends on the child's family and environment.
I agree with Ooray that 兩文三語 PN is just a waste of time at this stage. Target on getting English to at least a conversational level, and keep the child exposed to Chinese for future fluency (or if the family's background has her set for it) -- Cantonese or Mandarin can peg onto each other later on. Any good teacher can help fix the accent before age 6. Remember, a child at this age is learning an immense amount (emotionally, physically, socially, physiologically etc), and doing 兩文三語 will only spread the pie too thin.
