Agreed that teachers are stretched in terms of capacity "as is".
A student I tutored once asked me why I commented all over his essay in red, when his own English teacher at school only marked his essay lightly with a few general comments. I responded to the effect that I spent over an hour of my own time on the comments and asked him to consider how many students there are in his English class. Times that by the time it takes to mark an essay properly and it is easy to see why the comments were light!
Many of my friends are teachers, and I must stress that they are extremely dedicated ones too. This is however a resources problem which forms part of much larger issues within the web of our educational policy~ just consider the ratio of one teacher to 15-30 students for each subject (depending on the type of school) and the fact that a teacher must race against the clock every term to finish the required syllabus and you will begin to understand the picture. There are of course exceptional teachers who put in the extra effort at the expense of his/her own personal time (one of the most respected English teachers at a school I worked at spent every Saturday marking essays), but this is really the exception rather than the norm (is it in any case a fair expectation for us to have of teachers?).
In view of the above, it is ever more important that parents play a role in supporting a child's learning development.
