It depends on what your desired results are.
If it is solely for the purpose of learning English, then one-on-one would definitely be better. If you would also like to kill two birds with one stone and have the child benefit from interacting with other children (often overlooked but a rather important issue, particularly with only-childs) then group would strike a good balance (unless you already have other classes for that purpose of course).
Consider also your child's individual characteristics. A quiet/timid child would learn better with individual attention whereas an active/alpha child may strive with more interaction.
