Could anyone can share how can improve writing skill for P.4 student

My son is a P.4 student but he doesn't like writing. Could anyone can share your experience how to improve it?

How about his foundation knowledge in English, e.g. phonics, sight words? Or the child has achieved certain level, but want to achieve a higher level of writing?

What is the baseline level of the kid?

Does he enjoy reading? If not, please establish reading habit first.
One more article for sharing:

He love reading but only limit in Chinese (at least 2 hours per days) but I don't know why his Chinese writing also none of content and got low marks.    He also said English books has too many vocab. he doesn't want to stop it to find dictionary
