As a parent of SPK, here are what I can share. Hope they help you make your choice.
1) In my days, almost 99% from SPK (girls only) were promoted to primary. As long as the primary students can pass all subjects, ie Chinese, Maths, English, General Studies, they will be promoted to secondary school.
2) There are only two exams and two tests in each primary year. There is no pressure in study and your kid will have plently of time for reading and participating in extra-curricular activities.
2) The school will not discriminate small sisters. It all depends on their capabities in order to be accepted.
3) The Principal of primary section is very kind to her students. Those who fail in the exam are usually given the second chance unless they have poor conduct.
4) School life is happy.
I would suggest you visit both schools and their websites before you make your final decision.
Shatin... an hour or more per trip, that is, 2 - 2.5 hrs on transportation everyday.
When primary, the situation is worst as it will be a full day school for St Paul.
Seems PC is better for your kid
SPK, for sure, they dont "buy" the idea of accepting siblings. Child got it only becoz their own performance (many of my fds has 2 daughters studying in diff school.... so tedious)

培正 is indeed 英書中教. In fact, this is not strange at all before EDB intervene the medium of instructions on each aided secondary school. It was a common thing in most of HK schools.
The importance is it provide a choice, a choice for parents and children who are suitable for this method of learning. Not all kids are the same and they will need different teaching methods to make their learning effective.
