This policy applies to primary section. Last year my girl's English teacher (in SPC primary) resigned due to the reason that her own child was promoted from SPK to SPC primary.

Primary school allows ALL the students toproceed with central allocation.
聖保祿小學是私校，所以學校容許學生可以抽獎。小一學生大部份是由兩間聖保祿幼兒園，同聖保祿幼稚園升上，由於太多人，通常第一輪都會有小量學生 on waiting list，所以學校容許抽獎等之後有位空出可收 waiting list 同其他學生。

SPCS係DSS school, 如果accept咗SPCS小一offer, 唔係無得大抽獎的嗎 unless give up the offer of SPCS so can join the lucky draw
On the other hand, if the primary school is a private school, EDB does not require private schools to submit student info to EDB so kids who accept offers from private schools can simultaneously join the lucky draw.
