agree!!
Here are the ways I used:
1) ask the kid to play out the english class process, he/she is the teacher, I am the student.. They enjoy the games and they speak up, in their english teachers' tone, that's fun!!
2) read the short stories every day, tune to their standard, too many difficult words will kill their interest, so it's a challenge to find suitable and interesting books
3) while reading, I will revise the phonics the kids learned in the past, applied to the reading.., e.g. remind them the sound of "at" in "That", underline the difficult words in books and read the book the whole week, with the same book.. of course, some kids have faster reading ability, then, you just introduce the books, they will go with that themselves...but still insist reading every night when they were small.
Try individual english teacher, not that good, put them into an english speaking environemtn with kids all speak english will be better than individual tutoring...
Don't give up, insist and take a caring heart, your kids will learn with their own pace and will give you surprise one day. Do not compare with other kids. I have two kids, they have a total different kid of learning patterns and pace, learn from them I know that God probably is fair (though I am not believing in any god) to all kids and all kids deserve a respect to their learning pace and lovely hearts!!
