St Cat school bus safety issue

I can't understand why St Cat would choose Jotrxnd Co as their service provider.   The buses are very old & not fitted with 3-point safety belt.  There is only 1 loose seat belt shared btn 3 children around the waist.  
How safe could that be???

If other parents have the same concern, pls raise it out to the school.

That's a subsidary of St. Cat.. difficult to complain.   But the School bus helpers (ee) is very caring, I do not hv concern.
