I would agree with the view of the writer.. and this is exactly why I dont want to put my two kids into local school stream...

One may look at where the kids of the top education officials study... you would find an amazingly high number of their kids are studying at IS or overseas schools instead of local ones... then you can tell how truly "committed" or "confident" that those officials have in the local school curriculum which they have been promoting over the years...

The so-called classroom rules as noted by the writer are characteristics of the IB Learner Profile.  "Knowledge, Caring, Balanced, Thinker, Risk-taker, Reflective,Principled, Open minded, Inquirer, Communicator.這十項「班規」的海報是我從啟新書院中其中一級的課室裡拍下的。"

RC being an IB School, it makes sense they promote these learning attitudes to their students.  But I just don't think it's fair to compare these to the 「班規」of local schools and belittle them.  In fact, I would think the writer should have researched a bit more about RC before his visit - anyway, it served well as an eye-opener to him.
