Thank you for your explanation. That means a school would like to accept as many band 1 students as possible in order to maintain their English classes. In such case, I'm afraid that most schools will not accept a student who is studying in a primary school that is not taking part in the SSPA system (they do not have a banding). Is that true?
It need over 85% of the student last year which is in the top 40% of Hong Kong. (Band 1 is 33%).
A class have 36 students, therefore, it need 36 X 85% = 30.6 students to open a English class. If a school said that it can have 2 English classes, that means it have 71 students in the top 40%. if an EMI school have 5 classes. it need at least 36X5X85%=153 students which is in the top 40% to maintain all English classes.
