int'l school

I got a friend his son will plan come to hk this year  and he looking for any int'l school or local school. but he can only affort around $2000 /month is there any school he can get it. his son  is 8 yrs old and can't not speak chinese.

St. Margaret School - Shum Shui Po, $2400 per month, it has int'l stream for non-Chinese students!

I really can't think of an international school with school fees around $2,000 per month.  However, if language is your friend's only concern, he may consider Po Leung Kuk Camoes Tan Siu Lin Primary School.  It is NOT an international school but it accepts non Chinese speaking children and their tuition fee is within your friend's budget.
