If I am not mistaken, English tests and Chinese dictation do count certain % of the total marks for the whole year.

Final project (70%)
P.1 Chinese
Dictation occupies 30% of the daily marks out of the "Weighting of subject component" (2).

If you have noticed the recent news, the secondary schools can choose their own medium of instruction now.
In other words, there will be many more secondary schools with EMI for our choice in the next few years.
