yes, the letters are more or less the same but think of a kids with letter and another without a principal's reference letter, if you are to choose, you will prefer the one with letter. I would say, it is not very outstanding but it is necessary.
Other certificates (no matter those recognised ones or not, it is important to show to the school that the parents are keen in giving the best education and opportunities to the child. Most school likes parents to share the responsibility to make their student successful. If there is no public cert, try the private ones even without reputation...but easier to get...consider a singing contest, or piano contest in a small estate in the distanced area, or in your own area town hall, building if there is any. You may get reference letters from your kid's putonghua teacher, English teacher, swimming coach, gym coach, piano teacher etc etc....participate in the colouring competitions to at least get some cert of merit or cert of participation.
It seems too much but in order to make yr kid more competitive than the others, you ought to get him/her well prepared, especially they were not accepted in the first round of interviews....
This is simply my personal opinion, sorry for writing too much.
