There are several factors that you may want to consider:
1) What are some of the signs which show your child's difficulties in learning? Could they be solved by training?
2) Would suitable training be able to solve the problems in a short period of time? or would you think that it may take a while?
3) Does your child enjoy being a small one, or does he enjoy being a leader?
If you think that your child is constantly not being taken care of because he's young and not assertive enough, repeating K3 is not a bad idea, (although I would strongly suggest you switch to another school so as to give your child more stimulation/inspiration).
This year, I tried teaching several P1 students English grammar with the standard grammar book that the school offers (present tense/ 's, etc). Believe it or not, ALL of them told me that they're tired....(either in the middle of the class or at the end of the class). I could see that they were stretching to their limits quite a bit, and certainly didn't find it a healthy thing to do...
It seems to me that if a child does not learn naturally, problems will snowball in years to come. The children I met were brilliant ones, all being chosen by the famous schools in HK. In this case, I think the children should not be blamed, but the repetitive exercises instead! Once you're in the school, you have to follow along. :(
I understand that it's actually a very tough decision to make. To cheat a little bit, do you think you can still get your child a P1 seat and reserve a K3 one at the same time? Let your child try the first few weeks of P1, and it should be pretty obvious whether he can continue or not..
