I've brought the whole set Disney English for my gal when she was 18 months, she is 3 now and understands daily English conversations and gives some simple responses in full sentence. But I think most important is she doesn't resist speaking English as a foreign language thought she has made mistakes sometimes.
However, it really depends on how the parents use the teaching materials and if you kid can bear repetitions. Because you have to use the materials step by step and you child can bear to listen the same CDs and watch the same DVDs frequently.
I got two friends also brought the disney English set. One is a great success while the other gave up after 2 year usage. The latter gave up because her son refused to watch the disney programs and read the books and her son was 3 or 4 when my friend brought the disney english.
