教改 should be on track. Our kids cannot accept same syllabus to ours which are 20-30 years ago. But how?? Arthur Li should not just use our taxpayers' money $1600000000 to leave hands to individual school and principal who will only push his subordiates (teachers) to provide proposals. Individual school does individual things, just try, no gurantee. They will only spend our money on trial. How can we have much money for them to try Limited to their invidual resources, the result will be big difference.
Just like economic concept, to optimize usage of resources (time and money), Arthur Li why not takes the role of leader who organize a professional team to consult on different countries' education system: when the kids start learning 2nd language? how frequent, what's the workload on teachers & students, what will be the syllabus on the year 1, 3, 5 etc. How they can achieve the standard when learning for 10 yrs or 15 yrs, etc.
Once he gets backgrounds and ideas from other countries which seems successful results, we can consults and discuss further the all school pricipals in different grades to see its feasibility to follow. Most likely we will not just copy the whole system. But at least we can our eyes and minds to get outside ideas for consideration and then tailor-made modification to our HK Edu system.
Once syllabus confirmed. Not only leave hands to teachers for them to ajust themselves to fit for the change. Arthur Li introduce employment from professionals from all over the world to teach and train up our Teachers who should catch up the idea and directions more easier than our P1 students. Then providing on-job training to teachers can upgrade value to them and in the long term they will not lose jobs after the change. Providing proper training to our teachers for a year and the start the change on students. In the long term. the syllabus can be changed, teachers upgraded, students keeping pace with the changing world and becoming competitive in future. All parties win.
All other suggestions may be better to mine but more discussions are better than none. If Arthur Li can open ears and feedback to all suggestions will be the good leader, but he's not. I really don't want to see our money $1600000000 just throw away without proper results.
As he represents gov't, why not he lets his team to think wisely and act centrally. In fact he is the right person and easier to do any request to other countries. Immigration will do the follow-up to let in professionals. Providing central classrooms for teachers' training after school time will be flexible and easier than individual schools. Say each teacher should attain 100 hrs on-job training of his subject is the minimum requirement ... ... etc. Conclusion, proper training to all teachers in HK is much better than individual training by indi school. It can save lots of adm work, pressure, searching time, etc for indi schools. And the standard can achieve to the maximum if the gov't really work on and consult to other countries. |
