This is an interesting topic.
I myself was very active in school speech festival once upon a time as a secondary school student. At that time, speech festival was never popular among peers because most young girls and boys find it weired to speak dramatically in front of the others. However, I did got prizes and awards through years. I never knew that it would be an advantage to my studies or career, and no evidence shows that my awards have helped path my way. As a matter of fact, I am "justamom" now.
However, I want to emphasize I have benefitted a lot from this kind of training and exposure. That laid a solid foundation for my language proficiency, my confidence, my presentation and my social skills, which are essential to a person's well being.
From your discussions, it seems that the culture of school has been adjusted to see highly upon children who are able to participate in inter-school competitions. Perhaps, I should start preparing my children for these, not only because of its practical value but more on its educational one.
I understand that children can join the speech festival by themselves through registered learning centre. Want to know more about it?
