幼兒園 is normally for children of 2-3 years old before they are going to study 幼稚園. According to EMB, it seems not compulsory to study 幼稚園 before primary school, that is, no difference for 小學派位 with others as long as the kids are entitled for the allocation. You've better check with EMB.
However, why you have such strange thinking as it is the normal learning process of a kid?? Of course, the kids will find difficulties without studying kindergarten as the homeworks in general is quite hard.
My daughter studied in child care centre from 2 to 5.5 years and entered primary school last year. At the beginning I was quite worried about whether she could catch up with other classmates as she was the youngest one in the class. Thank God that she could perform very good in all subjects. Her English and Mathematics came first in the final examination of last year.
There is always a wrong concept that the academic standard of kindergartens is higher than that of child care centres. But to my experience and observation, my daughter has gained what she has been expected to learn in her age during her days in nursury school. The books she used were the same as that of her neighbourhood friends studying in kindergartens.

The standard of many nurseries nowadays were upgraded. The headmistress of those schools of course see the need/standard of primary school, they add many new items/teaching method, dicatation, etc during the lesson.
