Friend has enrolled for both and quitted tutor time but kept arts plus.

her reasons
1、nicer campus
2  new facilities
3  parents dont care about PTH
4  target VictoriaPN
5 less unguided free time

i am not sure how helpful it is regarding no 4 above though.

TutorTime not commercial at all! My son joining for almost a year and we both enjoy in the playgroup time! No matter the school campus, facilities and the teachers are very great!
