Even in international schools, there are kids that do not exactly know how to swim.
I have a friend who does not like letting her son learn swimming because it is "too cold".
Another friend requested to have her son excused from swimming classes at school all the time because she thinks he is "too weak" and should not swim at school.....
There are probably other reasons for other parents too.
More knowing how to swim, and being able to swim continuously for 25m or even 50m is probably different too.
