想了解下 , 當知升本地大學渺茫時, 海外學費負擔大 , 咁國內如上海吾知一年學費系幾多呢 ?

it is not "seems" la.

According to the clause 1 in the attached memorandum, the board gives very clear definition.
一、本備忘錄適用於兩地各自認可的擁有學士或學士以上學位授予權的高等學校，但不包括由兩地教育機構頒發，在學士學位程度以下的學歷証書。 .
