No playgroup can guarantee the attendance are all foreign even in mid-level or Peak. Why do you ask for this ??

You can try the "Gymboree" at St. John's Bldg.. I've joined their trial class once last year, there're some foreigners. But I heard that they have become localized recently. You can check it out.

You can try woodland which located in several locations, not all but most are westerners, especially in Happy Valley and Peak.
