As soon as possible for music in general la!
For instrument, depends on your kids physical development (strong fingers or not) and character (willing to practice or not).
Tom Lee has classes for kids la! Some center has a wait list of a year, so if ok for you should apply now, in fact apply anyway and decide go or not when the class is available.
