香港考生是大學畢業生，其他國家地區是中學及大學畢業生，為出國升學而投考。

Ah, that's why. I thought IESTL 6 is not bad and is suitable for university studies. How come HK is so good averging at 6 points. Thanks.
The more bizzare a thing is, the less mysterious it proves to be.

The 6.4 is for HK university graduates after 3 years programs. Your 6 is language requirement before admission or application.
