I have just finished doing it. For the benefit of the others as well as for my own reference in future, I would like to share the process here.
Students attending academic programs which are 18 hours or more per week will be required to obtain Student VISA, even for summer programs.
1. Obtain I-20 visa certificate from the school (USD250.-)
- Proof of financial support
- Proof of medical insurance
After receiving I-20 from the school,
2. Pay SEVIS fee (USD200.-) online www.fmjfee.com. Print out the receipt.
3. Book appointment with US consulate. http://hongkong.usconsulate.gov/niv_appointment.html
(can book appointment before or after completing DS-160 form online)
4. Fill in Form DS-160 online for Non-Immigrant VISA application

- need to upload photo
- print the confirmation page
5. Pay VISA fee HKD1,280.- at Dah Sing Bank (any branch)
6. On Appointment date, bring the following documents:
- I-20 (duly signed by school and the student)
- Confirmation page of DS-160
- SEVIS fee receipt
- Dah Sing Bank VISA fee receipt
- Passport
- ID card (not mentioned on the website)
- One 2”x2” photo
- Pay additional reciprocity fee for foreign passport holders after seeing the consulate (cashier on the 2nd floor). No fee imposed on HKSAR passports.
Note: Student under 14 no need to attend the interview.
Mobile phone stored at the entrance.
No water allowed.
Bags allowed after search.
Passport will be returned via HK Post Office after 3 working days (HKD25.-)
