If a kid doesn't have a good fundation in English, studying oversea doesn't necessarily provide a good English learning environment. When I studied oversea, I found a lot of Chinese-speaking students hanging around each other and lived in their own community. They didn't speak much english. When the time to do the group project or presentation, they felt more frustrated because they couldn't convey their own ideas and views as good as other native speakers. So I think if you prepare to send kids oversea, a solid English trainning ground gives them a more happy learning environment in the future.
