Heat on high-flier for airport slap

A senior manager at the Hong Kong Monetary Authority who hit an airport worker at the departure gate should be ashamed of himself, a magistrate said.
Brian Chin Tsang-kung, 48, was bound over for three years, fined HK$5,000 and ordered to pay HK$500 in compensation to the victim and HK$1,000 in costs. Tsuen Wan principal magistrate Ernest Lin Kam-hung told him yesterday: "You should be ashamed of your act. You are a person with a high level of education and you should know what rules are meant to be." Chin, a chief investigator at the Independent Commission Against Corruption before joining the monetary authority four years ago, struck Cathay Pacific ground crew member Chan Ho-hong after arriving a few minutes late for a morning flight with his family to Kuala Lumpur on August 9. He was told their luggage had been unloaded and they could catch a later flight. Chin demanded to see the general manager while his son, 16, pointed and swore at a woman supervisor. When Chan tried to explain again when the next flight would depart, Chin's son swore at him. Chan said he put his hand on his chest and asked the son to mind his language. That was when Chin approached and struck his open palm with his right hand. Chan said he felt a sharp pain and shouted: "You hit me." Chin admitted only to the facts of the case. No charge had been laid. The magistrate, who said he would not have accepted the prosecution's application for a binding over order if the case were more serious, told Chin: "You should know airline staff are under pressure from work but you let off your emotions on them. Frontline staff should be protected by law." Lin was also concerned about the son's use of foul language in front of Chin. Chin, his wife and two sons were later dealt with by Cathay's duty manager. Chan, who was not injured, reported the incident to the police three days later. Chin was arrested on August 20. Disgruntled staff later complained that the family was upgraded to business class and given limousine service. Cathay Pacific Airways Flight Attendants' Union chairwoman Dora Lai Yuk-sim said they were satisfied with the ruling. However, she said management should have considered the feelings of frontline staff and not have provided upgrades under the circumstances. Cathay usually blacklists unruly customers "yet it seems celebrities and those with social status are exempted." |
