But this audit does not audited all the DSS. So those not on the black list doesn't mean that they don't have problem. Instead, education department should have a quick audit to all the DSS now and apply the same standard and then announce the result. So that we'll know which mgmt is really a good organisation that wants to provide good education and really do the goods to the kids.

Still have 19 DSS received fundings from EDB, but didn't signed back the service agreement between education sponsor institution and EDB, so AD can't step in for thorough audit, I am not sure those 19 schools submitted their annual audit report for EDB and then AD to review.
EDB first to sort out their messy administration on DSS schools. Read the Ming Poa today, you may know the guideline from EDB on financal management is a joke (From an ex-DSS principal).
