First of all, I agree with huba that the letters you quoted still contain sensitive data such as your friend's occupation, income, mode of business, etc. Pls consider removing them. Of course, it's up to you if you consider it not a problem.
As I understand, SPCC is a DSS which receives government subvention on the basis of no. of students admitted. For every DSS, at least 10% of such income (correct me if I am wrong) has to be reserved or used as financial aid to needy students. On the contrary, SSCPS is a private primary school without the income as such. Her main income, I would say, is from students' tuition fee (some $5.5k per month). This is far less than the money received in the case of SPCC (which amounts to more than $8 or 9k per student per month), not to mention the less student in-take of SSCPS.
