Probably the worst senior government official HK has ever had. No policy but knee jerk reactions to problems.
Cutting class size does not mean these school will not face the same issue of insufficient no. of students. Improving quality teaching is the key the resolving this issue. Albeit class size is important but probably more critical quality teachers, curriculum and school discipline /character.
Wasting money in keeping badly run schools and poor quality teachers is obviously not the solution. Schools producing poor results should be closed down pure and simple - failing our kids and relying on small no. of smart kids will only reduce the competitiveness of HK.
Means 40 kids not getting into these good schools will have to settle for poorer ones. A better solution would be increase the number of class sizes in these schools i.e. 7 classes instead of 5.
Clearly quality schools are over subscribed and poor ones under subscribed. The government's solution is to even the subscription leading to more kids getting poorer educations instead of getting better educations. We should let the markets decide which schools to stay open.
