Different schools have different collection policies. I would view it on an annual basis. You might feel better if payments are made on a 10-month basis while your kid can still go to school for a week in July and a week in August. And you might feel it is not worth it if the school collects fees on a 12-month basis, but has 6 weeks of summer vacation. But isn't that the same if the total sum is the same?
Of course, if your kid won't study there for K1, you do have a choice to drop out.
I think the report is not important at all. It all depends on whether you would like to keep it for a good memory. Worth it to pay or not is totally up to you. But, you do have to prepare that many schools will treat you or even your kid badly e.g. play tricks, show black face, etc... I heard many stories before.
You are right, I think I will just think about whether the school fee is worth 'to buy' the report or not.

Agreed. My girl will also withdraw from PN starting JUL cos she is still always sick sick sick since attending school NOV09. Just want to let her attend some other language and dancing classes in these two months to relax and to take a mechine break. Personally I think the school report is not so important.
I think there will have more school changing to "10-mth installment" in future even though the school ends in July ... hahahah
if they change it to 10 mths installment ... you will pay a little higher each mth but the sch can collect the total amt of school fee in a year from the parents...
