My girls' school also doesn't have ranks. Even their results are not A,B or C, but Excellent, Very Good, Good ... indicated by the length of the bar. So I feel it really doesn't show the actual ability of the children.
As far as I know, a good report is a must. Preferably all ticks on "Excellent" or "A".
My friends said on top of it, the performance on the interview day is the overriding factor. Good performance doesn't mean the kid can answer all Qs. Rather, it is the demeanour to stay confident, calm and polite to teachers even if the kid does not know some answers. Nervous kids are 'out'.
So, school report is only one of the considerations.

It seems different kindergartens use different gradings (e.g ABC, Execellent, Well Developed ....). I believe, generally speaking, kids would get very good gradings and comments and the reports are not so meaningful.
