I suggest students (if they have time) or the year they don't plan to take piano exam, perhaps can consider taking the theory exam. Typically, after Grade 3 or 4 piano. I like them have the theory exam done before they get to grade 5 piano, then school work gets more heavy, practicing piano takes longer, who wants to take more time to do theory homework? So it's best to get the theory exam out of the way. If the student really is interested in theory, they can always continue but then it would be without the pressure.
Regarding language, as Ming already said, you choose chinese paper, you get both language. If you choose English, then no chinese.
I advise to get the Chinese translation, but always always force th students to learn theory in English, and write answers in English.
Even my 7 years old, no english background can do it, just matter of how you teach the child at first hand.
