i choose Creative since my boy is very active and can't sit still for long time. therefore, i think activity approach in Creative Nursery is better for him.
but yrs is a girl, i think Cannan could be more suitable... better language development.
Regarding the language concern... i called Creative yesterday n their staff reply me that there will be an English teacher (ABC) to visit the class twice or once every week for N1 classes.
For me, i have been talked to my son in English at home, so he is now very good at English and this is not my concern for N1. I hope he can learn more about social skill n self care abilities at this stage :)
