Depend on what kind of primary schools. Some primary school, e.g. Pui Ching Primary school is using chinese as main teaching language. Its english is very good also.
There is only a handful of primary schools claim
themself as English primary school. It seems
many students from Chinese primary schools
do well in band 1 secondary schools. So, what's
the worry?
