Our cover letter is in English and my daughter's CV is in Chinese. I found it is the best way due to the issues you mentioned.
The school will know those letters are prepared by the parents not the kids anyway. F1. allocation is another story
When we applied for the private school, we do not have reference letters from the principal, but we still got a few interviews. I found the performance of the interview were more important.
